Dynamic Aviation Awarded Contract to Advance Cold-Region ISR Capabilities for U.S. Army Corps of Engineers


Dynamic Aviation has been awarded a $3,996,105 contract by the U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) for the Imaging Cold Environments Using Multispectral Airborne Networks (ICE-MAN) program.
 

This initial funded effort will develop system requirements and front-end analysis to support potential future (pending availability of funds) phase development of an airborne look-down mapping system using synthetic aperture radar, hyperspectral imaging, advanced correlation/fusion algorithms, and on-board low-Size, Weight, and Power (SWAP), High Performance Computing (HPC). Potential follow-on efforts could result in technologies that characterize surface terrain impacted by permafrost to enable intelligence collection in specific areas of interest, providing near real-time terrain assessment critical for military operational success.

A Powerful Industry Collaboration


This contract represents the first of three planned phases and is the foundation of a unique, collaborative effort to rapidly develop, test, and deploy capabilities tailored for Arctic and cold-weather warfare. Dynamic Aviation will serve as the lead integrator, leveraging its extensive ISR experience and strong track record with the Department of Defense to stand up a Systems Integration Lab (SIL) at its headquarters in Bridgewater, VA.


The ICE-MAN initiative brings together an elite team of aerospace and defense technology companies:


•Brimrose Technology – Developer of a proprietary hyperspectral imaging (HSI) sensor that will enable the system to sample and assess arctic surface conditions with precision. Brimrose’s acousto-optic sensing technology has numerous applications, and Brimrose instruments have been approved by NASA to search for water on the Moon.


•Concurrent Technologies Corporation (CTC) – Provider of advanced analytics software, SAR processing technologies, and sensor data integration. CTC brings expertise in applying Artificial Intelligence (AI) and Machine Learning (ML) algorithms to various sensors supporting geospatial and radar data.


•Global Technical Systems (GTS) – Recognized for providing U.S.-made, low-SWaP HPC systems that leverage the latest generation high-performance chips and advanced circuit board designs to optimize AI/ML performance, speed, and throughput of processing. GTS is a key systems integrator for computing hardware in the Aegis Weapon System.


Together, this industry team is delivering a game-changing approach to cold-region intelligence, surveillance, and reconnaissance (ISR) capability development, laying the groundwork for future field testing and deployment.
