Dynamic Aviation Awarded Contract to Advance Cold-Region ISR Capabilities for U.S. Army Corps of Engineers

Dynamic Aviation has been awarded a $3,996,105 contract by the U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) for the Imaging Cold Environments Using Multispectral Airborne Networks (ICE-MAN) program.

This initial funded effort will develop system requirements and front-end analysis to support potential future (pending availability of funds) phase development of an airborne look-down mapping system using synthetic aperture radar, hyperspectral imaging, advanced correlation/fusion algorithms, and on-board low-Size, Weight, and Power (SWAP), High Performance Computing (HPC). Potential follow-on efforts could result in technologies that characterize surface terrain impacted by permafrost to enable intelligence collection in specific areas of interest, providing near real-time terrain assessment critical for military operational success.

“We’re proud to support CRREL and the U.S. Army Corps of Engineers in advancing technologies that address real-world challenges in some of the most demanding environments,” said Michael Stoltzfus, Chairman and CEO of Dynamic Aviation.

A Powerful Industry Collaboration

This contract represents the first of three planned phases and is the foundation of a unique, collaborative effort to rapidly develop, test, and deploy capabilities tailored for Arctic and cold-weather warfare. Dynamic Aviation will serve as the lead integrator, leveraging its extensive ISR experience and strong track record with the Department of Defense to stand up a Systems Integration Lab (SIL) at its headquarters in Bridgewater, VA.

The ICE-MAN initiative brings together an elite team of aerospace and defense technology companies:

  • Brimrose Technology – Developer of a proprietary hyperspectral imaging (HSI) sensor that will enable the system to sample and assess arctic surface conditions with precision. Brimrose’s acousto-optic sensing technology has numerous applications, and Brimrose instruments have been approved by NASA to search for water on the Moon.

  • Concurrent Technologies Corporation (CTC) – Provider of advanced analytics software, SAR processing technologies, and sensor data integration. CTC brings expertise in applying Artificial Intelligence (AI) and Machine Learning (ML) algorithms to various sensors supporting geospatial and radar data.

  • Global Technical Systems (GTS) – Recognized for providing U.S.-made, low-SWaP HPC systems that leverage the latest generation high-performance chips and advanced circuit board designs to optimize AI/ML performance, speed, and throughput of processing. GTS is a key systems integrator for computing hardware in the Aegis Weapon System.

Together, this industry team is delivering a game-changing approach to cold-region intelligence, surveillance, and reconnaissance (ISR) capability development, laying the groundwork for future field testing and deployment.

FAA Grants Dynamic Aviation STC for Boeing 737 Spill Response Fleet, Protecting $11 Trillion in U.S. Coastal Economy

FOR IMMEDIATE RELEASE

FAA Grants Dynamic Aviation STC for Boeing 737 Spill Response Fleet, Protecting $11 Trillion in U.S. Coastal Economy

BRIDGEWATER, VA – September 3, 2025 – The Federal Aviation Administration (FAA) has granted Dynamic Aviation a Supplemental Type Certificate (STC) for a modified Boeing 737 fleet designed to transform oil spill response. This certification establishes the platform as a proven, ready-to-deploy solution to protect trillions of dollars in economic activity and millions of livelihoods that depend on healthy coastlines.

Oil spills are not isolated events—they ripple across economies, food systems, and families for years. America’s coastal shoreline counties generate $11 trillion in GDP and support 56.2 million jobs, powered by industries such as tourism, fishing, and shipping. The marine economy alone contributes $511 billion annually and sustains 2.6 million jobs.

Each day, nearly 18 million barrels of petroleum move through U.S. waters, threatening the 95,000 miles of shoreline that communities call home. When spills occur, every hour matters.

Equipped with advanced dispersant systems, each aircraft can treat vast areas during the narrow window that determines long-term impact. With jet speed and intercontinental range, the fleet ensures coastlines can be reached in hours, not days, providing governments and industries with the ability to act before devastation spreads.

“Our 737 platform is designed to empower our customers with the rapid, large-scale response capability they need to protect marine environments during critical incidents,” said Michael Stoltzfus, Chairman and CEO of Dynamic Aviation. “With FAA-certified modifications in place, we’re uniquely positioned to provide our customers with proven tools they can rely on when every moment counts.”

For more than 80 years, Dynamic Aviation has supported agriculture, defense, and environmental missions. The FAA certification of its 737 fleet continues that legacy—delivering unmatched readiness at the moments that decide the future of communities and coastlines.

Valley aviation company says industry has been hit hard in all areas, working to showcase career opportunities

BRIDGEWATER, Va. (WHSV) - “It’s bigger than just pilots and mechanics, so we’re talking about engineering shortages, there are aircraft painting shortages, there are shortages in everything you could imagine,” Dynamic Aviation Director of Partner Relations and Marketing Shane Combs said.

Many look to airlines being short on pilots, baggage technicians, and flight attendants. The staff at Dynamic Aviation and a general contractor in Bridgewater say there is a bigger picture with staffing of other jobs in touch labor, though.

“Unfortunately we’ve devalued the actual price of skill and we’ve driven the cost of labor so high by not paying attention to this oncoming gap in the pipeline that now we’re all paying the price for it. Everyone’s in survival mode now it is a crisis level you speak to anyone whatever corporate chain you want to talk about,” Combs explained.

Dynamic Aviation does not fly passengers or cargo but assists the aviation industry as a whole through maintenance, repair, and overhaul. Through their NextGen Aviators program, which showcases career opportunities, they hope to do their part to boost the aviation workforce.

“We’ve seen some great results we’re starting to see interns come back that went through our program last year, we’re starting to come back through now as interns and we’re actually seeing some results of this so that part of it’s been very fulfilling,” Combs said.

Combs says at all levels of the aviation industry, collaboration is crucial to begin to solve these problems.

“This is a long game we’re playing. It’s going to take all of the industry pulling in the same direction for years we’ve all pulled apart from each other but I think now everyone understands that a healthy flourishing workforce is good for the industry itself,” Combs explained.

In terms of passenger travel, most recently United Airlines announced an extreme need for air traffic controllers, highlighting yet another facet of the aviation industry hurting for staff.

D-Day Squadron Flies 78 Years After Operation Overlord

The wide stretches of sand that comprise the beaches of Normandy normally fill now with sunbathers and people en vacances on a June day. But for the 78th anniversary of what we know as D-Day, those same boundaries between ocean and land fill with those who honor the memory of soldiers and civilians who perished here. Similar memorial events take place across the U.S., the U.K., and Europe—including very special flyovers of the aircraft that carried and supported those soldiers.

On June 6, 1944, Operation Overlord launched mostly from England’s southern airfields to cross the English Channel at low level and under cover of darkness and cloud. The roughly 13,000 aircraft flown on that encompassing mission included Douglas C-47s and other variants of the DC-3, as well as Lancasters, Hawker Typhoons, and the B-17 Flying Fortress built mostly by Boeing. Some of the C-47s towed gliders for an initial sortie to land near Pegasus Bridge, among other locales. Those Waco CG-4 Hadrians and Horsas played a critical part in the operation, to threaten the Axis forces in place and catch them off guard. Those plans largely worked—though the casualties from those specific missions were high.

D-Day Squadron Remembers

For the 75th anniversary of the Normandy Invasion, in 2019, a group of 15 C-47s and variants crossed the North Atlantic to commemorate the sacrifices and heroism of those in World War II. Members of the D-Day Squadron, these aircraft and their pilots participated in events at Duxford (EGSU) in England, and parachute drops over key areas such as Sannerville in northwestern France. They made their way to Caen, France, to stage for commemorative flights over Omaha, Juno, Sword, and other beaches along the coast. Then some of the fleet broke off to fly to Germany to honor those who served after the war’s conclusion during the Berlin Airlift in 1948 and ’49.

Today, four members of the D-Day Squadron will conduct a flypast over Virginia, hosted by Dynamic Aviation, which operates Miss Virginia, a C-47. She’ll be joined by the C-47B, Betsy’s Biscuit Bomber, operated by the Estrella Warbird Museum; the Spirit of Benovia, a C-53owned and flown by the Benovia Winery; and N18121, a 1937 DC-3 owned and operated by Aerometal International. Points include Staunton, Elkton, and Harrisonburg, Virginia, across the Shenandoah Valley.

DIAMOND IN THE SKY – Historic Planes Honor Shenandoah Valley WWII Veterans with D-Day Anniversary Flyover

Built in 1943, Miss Virginia, a C47-turned-DC-3 airplane used domestically in World War II, was ready for takeoff once again Monday morning.

Flawlessly taking to the air, pilots Rod Moyer and Ethan Peirce, of Dynamic Aviation, flew a couple of passes over the airstrip behind the Bridgewater flight contracting company’s buildings before heading south to begin a commemorative flyover of the region.

“Just another Monday at work,” Pierce said, turning back in his seat after the ascent.

In honor of the 78th anniversary of D-Day, four DC-3 planes from the World War II era conducted an honorary flyover of the Shenandoah Valley. Miss Virginia -- a DC-3 owned by Dynamic Aviation — was joined by three other DC-3s from around the country for the 40-minute tour.

Emerging from a thick layer of clouds, the historic planes, named Betsy’s Biscuit Bomber, Spirit of Benovia and N18121, joined Miss Virginia at 11:30 a.m. in midair above Staunton. Commanding their territory like a pod of renegade sharks, the planes assumed their formation -- a diamond — with Moyer and Peirce leading the pack.

“Welcome to the Shenandoah Valley,” Moyer said to the guest pilots, who traveled from around the country to reach Bridgewater, a pit stop on the way to the Smithsonian National Air and Space Museum’s Steven F. Udvar Hazy Center in Chantilly for screenings of a new documentary about these planes.

In the cockpit of Miss Virginia, Moyer’s voice rang loud and clear through noise canceling headsets, cordially pointing out the occasional landmark on the 15-minute leg of the trip from Fishersville to Elkton, including the MillerCoors facility and the Merck & Co. facility on East Side Highway.

This is not the first time the pilots — including Shane Wallace and Nick Camacho in the Biscuit Bomber, Pete Nickerson and Daniel Wotring in N18121 and Paul Bazeley and Matt Burch in Spirit of Benovia — have flown together.

In 2019, the planes and some of these pilots made the trans-Atlantic trek to England, France and Germany for the 75th anniversary of D-Day and the 70th anniversary of the Berlin Airlift, which took place during the Cold War.

The trip was such a big deal — requiring huge time commitments, drawing massive crowds and attended by Presidents Donald Trump and Emmanuel Macron, of France — that a documentary was made about it and the intergenerational crew of pilots who came together for the flight, called "Into Flight Once More."

From airports, ballfields and parking garages below, residents of the area by the hundreds watched and took pictures of the planes, which each have a unique paint job and are all different on the inside, thanks to generations of decommissioned use.

Landing as smoothly as it took off, Miss Virginia and the other DC-3s were greeted by a large crowd of photographers, family members and special guests when they arrived back in Bridgewater at 12:10 p.m.

The three planes -- currently touring for premiere screenings of the documentary across the country — were on display at the Museum of the U.S. Air Force for the film screening and will travel to the Dulles area for the next screening on June 18 at 10 a.m. at the Airbus IMAX Theater.

Guests awaiting the arrival of the four DC-3 planes included Richard Wright, 96, of Rockingham County, a WWII veteran.

It’s cloudy, but Wright -- who served as a commissary in the U.S. Navy for two years at the end of the war -- said he remembers D-Day.

“I was drafted in 1944,” Wright said. “I served on an aircraft carrier in the Atlantic.”

Monday’s event had an extra special place in Wright’s heart, he said. After the war, he became a farmer in the area and flew planes as a hobby, buying his first plane decades ago for $500 and flying it out of Bridgewater Air Park.

He said the planes reminded him of the bygone era, in a place he’s been connected to for many decades since.

“It was spectacular,” Wright said.

D-Day Squadron airplanes arrive at Dynamic Aviation

BRIDGEWATER, Va. (WHSV) - On June 6, 1944, allied forces stormed the beaches of Normandy in World War II and 78 years later, airplanes that were part of the D-Day Squadron arrived at Dynamic Aviation.

“These are four aircraft of the D-Day Squadron, they were part of the Mighty-15 that went back to commemorate the 75th anniversary of D-Day,” said Shane Combs, director of partner relations and marketing at Dynamic Aviation.

The airplanes took part in a flyover that started in Staunton, then made flyovers in Waynesboro, Elkton, and Harrisonburg before landing at Dynamic Aviation in Bridgewater.

“It’s amazing,” said Shane Wallace, captain of one of the airplanes. “I pinch myself all the time that we’re lucky enough to get to fly not only a cool, old airplane in itself but a World War II veteran. It’s amazing, every time I push the throttle forward you get to hear the radial engines roar and go flying again.

“We had lots of challenges in World War II,” said Nick Camacho, co-pilot of one of the airplanes. “I think D-Day is a great example of a singular task that was an intense struggle that we faced, and people knew there were going to be challenges. They took on those challenges facing forward and came over a lot of adversity throughout it.”

Wallace adds that he hopes events like these can get kids more interested in the event’s history.

“Showing the younger generation what happened and being able to show them the kind of airplane that flew and trying to bring that out of the textbook and out of the museum,” he said. “We want to have them remember what happened and also try to get them interested in these kinds of old airplanes.”

Dynamic Aviation in Bridgewater hosted a flyover midday on Monday to commemorate the 78th anniversary of D-Day. WMRA's Randi B. Hagi reports.

Four historic planes flew over the valley on Monday – leaving Staunton at 11:30 and passing over Fishersville, Waynesboro, Elkton, and Harrisonburg, and landing at Dynamic Aviation in Bridgewater. Two of them, Miss Virginia and Betsy's Biscuit Bomber, were Douglas C-47's – the same model as the warbirds that delivered more than 13,000 paratroopers to the beaches of Normandy on June 6th, 1944. They're part of the D-Day Squadron, a fleet of restored military aircraft that conducts commemorative flight displays. Monday marked the 78th anniversary of the Normandy landings and airborne operations.

RICHMOND, Virginia — Governor Ralph Northam today announced that Dynamic Aviation, a leading provider of special-mission aviation solutions for government and commercial organizations worldwide, will invest $47.9 million to expand its operation in Rockingham County. The company will establish a new 13,000-square-foot facility for office space and a composite shop, and a 33,000-square-foot hangar to house its legacy aircraft, including the first Air Force One. Virginia successfully competed against multiple states for the project, which will create 207 new jobs.

“Dynamic Aviation has achieved soaring success in Rockingham County over the last 50 years,” said Governor Northam. “The Shenandoah Valley boasts a world-class roster of innovative companies that benefit from the infrastructure, high-caliber workforce, and outstanding quality of life that the region offers. We are confident that this expansion will launch a new chapter of growth for Dynamic Aviation and look forward to working together to ensure Virginia remains a hub for the aerospace industry.”

Founded in 1967 and headquartered in Rockingham County, Dynamic Aviation delivers customized aerial assets and services to support a wide range of customers, including national defense, military intelligence, federal agencies, state and local governments, non-profit research organizations, and private companies. The company has the flexibility and resources to deliver world-class aviation solutions that combine mission-modified aircraft, experienced flight crews, and comprehensive maintenance services. Dynamic Aviation operates a 300,000-square-foot heavy maintenance and modifications center, engine shop, and privately owned airport at its headquarters in Bridgewater, Virginia. The company employs more than 750 aviation professionals, owns over 140 aircraft, and operates from 18 locations in 11 countries across five continents.

“Virginia-based Dynamic Aviation provides expertise and solutions to clients worldwide, and we are proud to support this major expansion,” said Secretary of Commerce and Trade Brian Ball. “The company’s history and continued growth in Rockingham County is a testament to the region’s accessibility to global markets and reliable talent pipeline that has supported the operation for over 50 years. We thank Dynamic Aviation for its commitment to Virginia, and for creating more than 200 new jobs.”

“Dynamic Aviation chose its Virginia location for the facility expansion and the creation of 207 new jobs because of the region’s infrastructure, assets, and strategic location,” said Michael Stoltzfus, President and CEO of Dynamic Aviation.

The Virginia Economic Development Partnership (VEDP) worked with Rockingham County and the Shenandoah Valley Partnership to secure the project for Virginia and will support Dynamic Aviation’s job creation through the Virginia Jobs Investment Program (VJIP). VJIP provides consultative services and funding to companies creating new jobs in order to support employee recruitment and training activities. As a business incentive supporting economic development, VJIP reduces the human resource costs of new and expanding companies. VJIP is state-funded, demonstrating Virginia’s commitment to enhancing job opportunities for citizens.

Dynamic Aviation has been actively involved in VEDP’s international trade programs since 2012, and is a 2013 graduate of the award-winning Virginia Leaders in Export Trade (VALET) Program. VALET is an application-based, two-year global export acceleration program that provides participating companies with assistance from a team of experienced international service providers to help meet their export goals.

“Rockingham County is fortunate to have such great business partners as Dynamic Aviation,” said Chairman of the Rockingham County Board of Supervisors Billy Kyger. “We are very pleased by this recent announcement of such a large investment in our community and the creation of 207 new jobs. We look forward to Dynamic Aviation’s continued growth and contribution to the Commonwealth’s and Rockingham County’s economy.”

“Dynamic Aviation has been closely tied to our community for decades and today’s announcement further demonstrates their commitment to being a community partner and a leader in the Commonwealth and the world of aviation,” said Senator Emmett Hanger. “VEDP has supported the company’s growth opportunities, and I am pleased we can help propel the expansion and additional jobs with assistance through programs like VJIP and VALET.”

“I am pleased to see Dynamic Aviation continue to succeed and invest in Rockingham County,” said Delegate Chris Runion. “The company’s dedication to the community and its employees is a model that any business should strive to achieve.”
